Regulation of the Hairdressing Industry in Western Australia

In July 2006, the former Minister for Consumer Protection, the Hon Michelle Roberts MLA, approved the release of the ‘Regulation of the Hairdressing Industry in Western Australia’ Position Paper http://www.docep.wa.gov.au//ConsumerProtection/PDF/reports.html. The Position Paper was released for the purposes of facilitating industry comment about the Western Australian hairdressing registration scheme.
By late 2006, the Department of Consumer & Employment Protection had received 50 submissions addressing a wide range of issues.
Consumer Protection analysed the submissions and conducted further research to produce a comprehensive Report ‘Review of the Regulation of the Hairdressing Industry in Western Australia.’ The Report includes information about:
- previous reviews of the Hairdressers Registration Act 1946;
- the legislative and vocational education and training context;
- approaches in other jurisdictions;
- consumer risk analysis;
- an assessment of issues and responses from submissions to the Position Paper; and
- an analysis of various regulatory options.
In August 2007, a copy of the Report was provided to the Minister for Consumer Protection, the Hon Sheila McHale MLA, for her consideration. All registered hairdressers will be advised about the Minister for Consumer Protection’s decision as soon as possible. A media announcement will also be made.
It is important to note, however, that until the Parliament of Western Australia passes changes to the Hairdressers Registration Act 1946, the existing requirements of the HRB and the Act will continue to apply. These requirements include the payment by hairdressers of registration fees to maintain their registration.
